The public center “Flying North” is located on the shore of the Okhtinskoye Reservoir. The building is positioned equidistant from all residential complexes in the neighborhood. Together with a school plot and three cultural heritage sites, the center forms the heart of the district, with a boulevard and embankment providing pedestrian access both from within the neighborhood and from outside.

The building is designed in a minimalist style using white architectural concrete. This material was chosen to stylistically distinguish the public center from the predominant brick residential buildings in the area. The building is pseudo-symmetrical and consists of two cubic volumes connected by an overhang placed atop them.
