The project represents a public building designed to unite various fields for the development and education of the population. The most prominent interior spaces include an auditorium, exhibition areas, a sports zone, and a planetarium located beneath a sculptural dome.
The architectural concept combines smooth and strict forms. Flowing, wave-like lines are created by the overlapping of three circles — the dome and suspended shells. Straight, rigid lines form the main building block, composed of terraced volumes.
A distinctive feature of the cultural center’s appearance is a traditional ornamental pattern painted in the colors of the Republic of Tatarstan flag.
