24 Quarter is the administrative center of a 200-hectare development, located in the Kalininsky Administrative District of Tyumen, within the boundaries of Yamskaya Street and Vladimir Polyakov Street.
The main idea of the project is a multi-level space consisting of “inside” areas — conference halls, atriums, underground floor, and transitional galleries — and “outside” areas, where life is active around the clock. The overlay of these elements creates an extended square with two levels, serving as the compositional center at the intersection of two pedestrian axes.
The first axis runs exactly through the middle of the quarter, connecting two parallel streets. The second passes between the concert hall (theater) and the administrative block with multifunctional halls along the entire 24 Quarter.
