The proposed cultural center is located on the site of GRÉS-2 in Svetly, Kaliningrad Region, which was decommissioned in 2015. After analyzing various reconstruction approaches, the idea emerged to create a second layer of the building — a semi-transparent mesh shell partially covering the façades. This acts as an allegory for plants gradually enveloping abandoned structures. All new elements, unlike the massive power plant volume, are designed to be as light and delicate as possible so as not to conflict with the main building; they do not dominate the historic volume but are carefully integrated into it. The project consists of two parts: the main power plant building, repurposed as a cultural center, and the plaza in front, connecting the building to the surrounding development. Observation decks are planned on the two chimneys.
