The building is constructed on the embankment of the Kama River as part of the socio-cultural cluster “Shpagin Plant,” created on the territory where the A.A. Shpagin locomotive repair works was once located. Some of the surviving industrial buildings have now become part of the gallery complex — between the low-rise red-brick blocks a new five-storey volume has been erected with a dynamic silhouette formed by a combination of differently scaled gabled roofs. Their outline echoes the line of the Ural Mountains, while the façades of patinated copper in turn refer to the traditional copper-smelting industry of the region. The façades of the gallery are divided into three tiers by horizontal bands with vertical posts arranged at a proportionally decreasing pitch from bottom to top. The building faces the Kama with its public spaces, therefore on this façade the copper cladding is interspersed with elements of panoramic glazing.
